Why the phases are not pricing tiers
The phases are genuine dependencies. You cannot show a client a status they can trust before the record that holds it exists, and you cannot automate a chase reliably before something knows what is outstanding. Foundation work is first because skipping it makes everything after it fragile, not because it is the entry-level package.
It also means you can stop after any phase and keep what you have. Each module is quoted separately, so a phase that has paid for itself can fund the next one. Plenty of clients stop after the foundation and come back a year later.
